I admit that I am not a toner person. I used it in high school when my face was out of control oily, but not that I'm simply combination skin, I really don't have much use for it (unless it is my Bioelements Power Peptide, which I use to deposit peptides on my skin. But that's not really a toner).
But, this isn't really a toner either. When I think toner I think of that blue Clean & Clear stuff from high school that was basically dyed rubbing alcohol (Which they don't make any more. Their toner is much better now).
This "toner" is really a clear liquid that smells somewhat mossy to me. It comes in a spray bottle and when applied to the skin it is non-drying. What it really is doing to your skin is depositing all of the "clinically active" ingredients, which you can see in the list below. It's full of anti-oxidants, amino acids and a lot of moisturizers. Ingredients:

Pentylene Glycol: humectant and anti-microbial
Glycerin: humectant
Sodium Benzoate: Preservative
Betaine: humectant
Polysorbate 20: surfactant
Sodium Dehydroacetate: preservative
Sodium PCA: humectant
Tetrasodium EDTA: chelating agent
Benzethonium Chloride: surfactant and anti-microbial
Citric Acid: Alpha Hydroxy Acid
Vaccinium Myrtillus Extract: Bilberry extract, anti-oxidant
Butylene Glycol: humectant and stabilizer
Spirulina Maxima Extract: blue green algae, rich in vitamins
Sorbitol: humectant
Algin: soothing agent, from brown sea weed
Proline: amino acid
Saccharomyces/Copper Ferment: yeast fermented in the presence of the metal, thought to be an anti-oxidant
Saccharomyces/Iron Ferment: yeast fermented in the presence of the metal, thought to be an anti-oxidant
Saccharomyces/Magnesium Ferment: yeast fermented in the presence of the metal, thought to be an anti-oxidant
Saccharomyces/Silicon Ferment: yeast fermented in the presence of the metal, thought to be an anti-oxidant
Saccharomyces/Zinc Ferment: yeast fermented in the presence of the metal, thought to be an anti-oxidant
Sodium Citrate: pH adjustor with preservative and anti-oxidant properties
Atelocollagen: broken down collagen, not able to penetrate the skin but it does bind water to the skin very well
